Electronic voting in any election is not only unreliable, and subject to exploitation, but also a medium of manipulation for those who run the system. Hillsboro county (Tampa) primary votes could not be tabulated for almost an entire day because of a "computer glitch" as stated by the commissioner of elections. A study of the 2002 gubernatorial primary election in FL carried out by the Civil Liberties Union found that of 31 precincts counted:
17,208 votes counted 1,544 votes unaccounted for (8.2% of the count) Let us examine how the process works. The touch screen voting machine has a cartridge that stores the information of the collected votes. This cartridge is placed in a second mashie that then tallies the count. In some cases the cartridge is inserted in a sending unit and the count is then transmitted to the main counting unit via telephone wire. In the Tampa instance we are informed that the counting computer made the error of counting all the votes every time it tallied any single vote. Such a counting program is simple enough for a HS student to work out, leaving ample cause not to believe the statement by the Hillsborough elections commissioner.
